horn acting up 700

In my 740 turbo the fuse melted into my fuse box. I brought it to firestone and the idiot snapped it out of the fuse box along w/ a good chunk of the box, he said replacing it was necessary. However, i simply just snapped it back in and everything else that goes w/ the horn fuse works 100% of the time. however, the horn likes to work sometimes and not other times. What is more than likely the problem? The horn itself looks rusty and cracked, but would that cause it to be tempermental? I just dont want to spend an arm and a leg fixing it, i just want to pass inspection.
