Hair raising incident 140-160

Had an interesting but scary experience the other night. Was driving my '72 144S on a 2 lane Virginia highway, switching from high to low beams as cars passed in the opposite direction. Was travelling about an hour when an oncoming car approached, I switched from hi to low but instead of going to low both lights went out! Switched back to high OK, then after awhile to low. Only happened once but that was enough. Pretty sure it's the relay, but where is it located, on the left fender well? Thanks.
