82 245 GLT Found a hose, don't know what it is 200 1982

I have a 245 GLT that's running poorly. Really bad off idle throttle response, and rough idle. I was replacing vacuum lines, and I found a hose sitting on something under the intake. I'm not sure that the hose is, or what the thing it was sitting on does.
