Severe surging leading to engine harness replacement

2 months ago car started surging and misfiring. At the same time I saw that the engine harness was bad. I bought a new engine harness and installed it. At that time I removed the intake manifold and anything connected to it including the fuel rail. Fast forward to when I'm done putting the harness in and putting the car back together, the car starts but continues to surge. Currently I have a fuel pressure of 70 PSI at the rail and have replaced the pressure regulator 3 times and have recorded pressures on all the regulators including the old original. can anyone help me solve this problem? Car is a 1984 Volvo 240DL 2.3L Non Turbo Gas engine. Any help would be appreciated.
