Flickering Lights 200 1989

I noticed that at night when the lights are on, they have a slight flicker.
This happens both at Idle and when the engine is racing.
I'm pretty sure it's not the alternator, since none of the instrument panel
warning lights (e.g. battery charging) are on.
Any advice would be appreciated...
