Failed emmisions test-93 240 200 1993

Hi Fellow Bricksters! It's been a LONG whiles since I posted, namely because I bought a new car to replace the 240, but am saving it for my daughter who will be 16 soon. (too soon!). Anyway, to renew registration, I needed smog/safety. I failed on HC and NOX by slight amounts. It's a 93 w/127,000 miles on it, I replaced the O2 15,000 miles ago. My plan (since Missouri allows free re-tests) is to do a air filter, wires, plugs, cap and rotor. My questions are:

Since it's been sitting a while, should I change the oil (can it really affect emissions?)
I've also heard that the timing is non adjustable on the 93 240 am I correct?
What's the best cost effective CAT to buy, in case that's the issue ?
