Removing Peeling Plastic Film from Rear Bumper - 1992 940 900

My 1992 940 looks good all over, except for the peeling, faded plastic film that covers the flat black horizontal section just before the rear bumper. It looks like a nasty, peeling sunburn (and probably is)! Has anybody successfully removed this film short of having a body shop do it? Chemicals used? I'd like to remove it completely, then freshen the flat black finish.

    Removing Peeling Plastic Film from Rear Bumper - 1992 940 900

    It's actually painted plastic. I had the same experience. I masked the surrounding area (use the green 3M body masking tape which does not leak at the edges), then sanded down the surface, and spray painted it with some Duplicolor I bought at O'Reillys Auto Parts. It now looks great. Cost was about $8. If you so choose, you can buy a new plastic strip from Volvo for about $40.
