Removing Peeling Plastic Film from Rear Bumper - 1992 940 900

It's actually painted plastic. I had the same experience. I masked the surrounding area (use the green 3M body masking tape which does not leak at the edges), then sanded down the surface, and spray painted it with some Duplicolor I bought at O'Reillys Auto Parts. It now looks great. Cost was about $8. If you so choose, you can buy a new plastic strip from Volvo for about $40.
