'Help' 200 1989

I am in the process of bringing my 240dl up to par. Question? My engine light is on and these are the symptoms, I am experiencing.

1) When at idle after car reaches normal operating speed it begins to idle low. So low that I have to keep me foot on brake and accelarator to keep it from cutting off. Sometimes after this, there is hesitation at take off. Once pedal is applied car runs find (as long as foot stays on accelerator).

2) Noticed yesterday that tailpipe had black soot on it? Anyone know what that's about?

3) Repairs that have been done: New Radiator, New belts, New Water Pump, New Exhaust. Oil Change, All fluid changed.

Can anyone suggest what may be the problem or problems??

I would want to get the fuel pressure tested and set idle mixture properly. However, since a shop may well charge MORE for the test than the part cost for a new fuel pressure regulator, you may just want to go ahead and install it yourself for the $40 it costs.
After that, you can see if it's improved. Probably go ahead and change the plugs too, they could well be fouled and they're cheap.
