Winter startup issues S90-V90 1997

This seems to happen on cold mornings when I start the V90 up. It will show a blinking Winter mode arrow on the dash and the W S E buttons/lights near the shifter will blink. It will alternate from W to E to W to E etc or if i hit S it will alternate with S. If you repeatedly turn the car on and off it will go away after a few times although I dont know why. When it's like this its as if its in a low gear all the time, very sluggish. Any ideas as to the problem? I've tried getting a new W S E switch but that didnt help.
