ANSWER 1 AMM + 1 New O2 Sensor = SUCCESS! 200 1983

So the new O2 sensor arrived in today's mail. Put it into place, connected the volt meter, started the car, and watched. Initially started at 0 volts and slowly worked its way up to .86 volts and stayed there. While watching, I turned the screw on the AMM counterclockwise and watched the reading start to drop. After a bit of fiddling, I got it bouncing around the range pretty evenly. Hurrah! I then connected the O2 sensor to the green wire and started watching the pink test lead's voltage. It was bouncing around between 0 and 3.5 volts as expected. So now everything seems to be in-spec. The motor idles nicely. I have yet to get the boot back on the temp sensor but will try that after things cool down again.

I cannot thank you all enough for all your patience with me and help to get this resolved. I have sure learned alot. It seems you can teach an old dog new tricks!
