Failed smog block due to control board not clearing codes 1999

I have put 1500 miles on the car to clear the codes did not work as I live in California the rules are extremely strict my self tests have cleared which makes me ineligible for a bypass by smog referee Help! I am in a catch 22 situation Any advice will be appreciated.

Your 1999 Volvo is a Front Wheel Drive Model. Maybe All Wheel Drive?

Also, post ALL the OBD fault CODES in your message.

ALSO, merely clearing the fault codes does not remove the cause of the fault codes and possible the cause of your failing an CA-state emissions test.
