Installing outer tie rod ends 200 1981

I have a 1981 244 and crashed it into a boulder and a tree a little less than a year ago. Part of getting it back on the road is a lot of front end work, and I am almost done except one: I dont know if the bolt thing on the outer tie rod end faces up or down and 2: because it uses a lock nut and the bolt spins freely, it seems impossible to tighten the bolt at all. How do I get that bolt tight? Thank you in advance for any advice you may have to offer.

Another technique I have used is to put a regular (non-lock type) nut on the threaded end of the tie rod end and use this to tighten the pin into the steering arm knuckle. It will spin more freely than the lock-nut and will pull the tie-rod end spindle up into the knuckle, keeping it tight. The regular nut can then be removed and the lock nut put on.

The pin faces up. Use channel lock pliers to squeeze the parts together or put a jack under the tie rod end. -- Dave

To elaborate on Dave's answer -- the threaded pin that goes through the hole in the steering arm is a tapered fit. So you have to get the pin far enough into the taper that the interference keeps it from spinning as you tighten further. So, as Dave suggested - a jack to force it upwards or channel locks to squeeze the into the steering arm causes the tapered bore of the arm to grab the pin and hold it. You only need do this to get it started - once it 'grabs' you'll be able to torque it to the proper level. The tie rod sits under the arm - pin goes in from the bottom pointing up - nut goes on from the top.
