Thanks to all for the help. As usual for those of us who taken on repairs that we have not to date attempted the BB comes through! BB members who have experienced the gammut of issues are a giving bunch and surely share to help others! What a great global connected organization. Update! After two inst. cluster/speedo OD motor removal I finally got the OD and trip to work.
As noted I had followed Dave Barton's instructions and others and after finding the typical teeth missing from the small gear I reinserted the new gear the first time as noted and put the combined large and small gear combo back on the motor shaft and closed up the case as instructed. The first time nothing working.
After suggestions to ensure that the gears were "meshed" and to rotate the assembly CCW to move the OD trip counter I was not sure how to do it. After diassembly and looking at it on the bench the instructions should say to place the combo large/small gear into the side adjacent to the counters with the small gear up and then rotate the assembly CCW around the nylon ring gear with a small probe & ensure that the OD trip moves. Once this is confirmed you insert the perm magnet motor rotor shaft into the gear assembly shaft hole and button it up. Test drive working!
Also took it to NJ inspection and learned that the entire NJ inspection system has eliminated all dyno testing and now just does fast rev (2500rpm) test with no NOX tested! Passed!
