Check Engine light 850 1994

BBers -

I got the check engine light this morning on my '94 854. When I checked codes, A1 and A2 were clean, but I got 2-4-1 in A6 (ignition). According to Bay 13, 2-4-1 in port A6 correspond to "EGR system flow too low in system". What is the typical cause of this? I cleared the codes and the check engine light has not come back on yet.
