No Boost 850 1994

Ok, I am new at the this so I am hopeing for a little help. I have a 1995 850 Turbo wagon that is developing very little boost. Today I installed a real boost gauge so I could get an accurate reading. And to my suprise I am only developing about 3 lbs of boost pressure. Thinking that I has a bad EBC i installed a MBC but had no effect. Looking for some hits or tricks to help me pin point the problem.
