1996 850 security problems...help! 850 1996

i reset the computer (disconnected/reconnected battery) and now upon inserting the key and turning the ignition to the accessory position, the flashers start going off (in the gauge cluster and outside the car) and the car will not start.

if i pull the fuse for the power locks, the car will start.

what's going on here? anyone have any insight?
