Locking the doors is supposed to lock the trunk/tailgate also. The reason the car won't lock when the rear is unlocked is because the tailgate/trunk must lock first, before the doors, otherwise you would assume that the rear latch is locked when it is not. Makes sense to me.
Why it is not working... Either there is no current to the rear (broken wire) or the actuator has died. You will need to check for both problems.
