Blinking Orange Arrow 850

On winter mode the orange up arrow is on, not blinking. According to the manual, when the damn orange arrow blinks, it means you are stuck on the third gear. but I've been wondering.. does it apply to all shifter position or just D.
If I shift to L.. does it still on 3rd gear???
I've been having this problem for almost a year and haven't found the cure. Lately, as long as I start with 3 (or L) and not driving aggresively, the arrow won't blink.
