The valve won't make the air pump stay on, and the air pump is obviously working...you heard it. I would try just replacing the relay if it were me, and if the problem proved to be in the pump...I'd get one used, they are WAY expensive new. I generally buy from Strandbergs in Centuria Wisconson; I love those guys, but you can do car-part.com and find your own supplier and price.
