Mud flaps S70 1999

Does anyone have any experience with reattaching the front mud flaps. Both the flaps on my son's S70 have popped off, although they don't seem to be broken. It appears that there are blind rivets that hold the mud flaps and some of the sheet metal together. Is there a good way to repair this?
