I think that when you connect an ammeter to the battery to measure the current draw with the hood up, your alarm system is not going to arm. It will arm when you close the hood. Your reading with the hood up is not the true value that you are looking for.
At least, this is the case in my 95 855. Alarm won't activate until all doors, hood and tailgate are closed.
