Should be done by a tech with real newer FWD Volvo engine experience (not just a guy who says "sure, we'll work on it" as most will do anywhere) SO if any local shops have a person like that, like an ex-dealer tech then I'd say OK BUT around here, no one local has ever been to even ONE Volvo training class or worked for a dealer for at least 15+ yrs that I'm aware of.
An experienced Volvo dealer master or expert tech would be your safest bet on getting an accurate, proper diagnosis IMHO. Even IF you take your car to a dealer, request that you want their master or expert tech or it could be dispatched to the lubey (yes, happens).
