The flashing arrow, or transmission code, once set, will remain on until reset. The PNP switch status can change however, explaining why you can "get all your gears back" but still have a flashing arrow. Happened to me as well, but I could reset the codes myself on the '95 non-turbo. Hasn't happened again in over 3 months
