My only source of information has been a dealer (up until recently). I have a '97 850 and a 98 XC. The '98 XC has had the same problem. The diagnosis from the dealer is that the headlight wiper motor needs to be replaced. Probably correct, but also expensive.
You can live with the problem for a few more months at which point the motor ceases to function completely and you will avoid driving around with a strange looking headlight.
Personally, I can't see the point for wipers on the headlights unless you live in Minot, North Dakota, but they came with the same package as the seat heaters (which my wife insisted on).
