geez. wish I could help you with that. I had no idea the outside temp sensor was used for anything other than telling you the temp. Mine hardly every seems to read right, so I'm shocked the engineers would set that up as the air/fuel mixture decider. As a matter of fact, I tend to doubt it. This is determined by a sensor in your intake. It HAS to be. The outside temp sensor is under the car near the road. This would be an extremely poor choice to control any type of engine functions. Are you sure of this information?
