ECC Problem 850 1994

My friend's Climate Control is acting funny.
One the blower motor will sometimes go into high
as soon as the car is started. In time it will
drop down to a low fan speed. Secondly the AC
clutch cycles on amd off. This is with the the
temperature setting set to anywhere from 60degF to
80+degF and hot air blowing out of the ducts.
The outside temperature was around 50degF. All other
settings were set to Automatic.
We read the codes and that came up 1-1-1 or no faults.
We pulled out and cleaned the tempurature sensors
in the headliner and that did not fix the problem.

Does anybody have any ideas?
