Those toe readings are really the same w/o ANY adjustment. All that was done before/after was that the steering wheel was CENTERED (moved slightly), which should always be done anyway BEFORE making a toe adjustment.
Yes, you were scammed in a sense if you were told that they adjusted anything but it's still a good idea to check alignment with new tires.
There is no such thing ever as a "free alignment check" unless they're visually inspecting parts or tire wear because most of the time, labor required is the time it takes to setup and calibrate the wheels just to check the cars specs. The time and effort required to then make any required adjustments is minimal. The labor is the same whether your cars suspension needs an adjustment or not.
