noise after cold start S70 1998

I think I have a simialar noise. Mine kind of sounds like an electric whine with a kind of whistle. Almost sounds like the fan motor is trying to run but the fan isn't actually turning. I've noticed it after starting in the morning but lately have noticed it periodically after driving. Anyone else hear anything like this?
