Wiper problems 850 1996

I have had this problem for some time now and tried various remedies - bending the flat section of the wiper arm carrying the blades so the blade is perpendicular to the glass, etc. Nothing has worked very well. I have considered a new wiper arm, or trading off the car. I am going to check back on this one.
