Don't be hosed by an inexperienced tech as that's perfectly normal as mentioned below. The oil you're seeing is most likely just dripping from the intake air hose (as there's always some oil mist in all turbo cars air/intercooler hoses) and it's usually less problematic if you just tighten the hose clamp.
If in doubt, degrease the area with brakeclean and doublecheck but that's certainly no reason to replace a perfectly good turbo, ever.
Most Volvo turbos last as long as the rest of the car, over 200K miles. I still have yet to see a bad turbo on any FWD Volvo.
