Resistor Pack DID NOT Work - HELP!!! 850 1995

hey gang,
per many notes in the BB, I replaced the resistor pack due to intermitant fan operation, and a B1 4-1-8 fault code. This worked for 2 days, then problem stared again. the fan, when working spins up to speed slowly...All else with A/C appears ok.....

Is this a control unit? bad fan moter?
