I would speculate that the problem is something else as dirty throttle units aren't commonly a problem, especially being that you've already had it replaced and re-cleaned since.
I'd try mass airflow meter (MAF) as those have also been somewhat problematic.
That assumes that you don't have anything obvious wrong like vacuum leaks.
