Most of the engines from that era have high rpm starts, until engine computers take over and settle things down. But your idle speed should be around 800. If it is really cold, it will take longer to drop down to 800 or so.

You might want to look around for a leaking air hose or vacuum line, elbow.

Your exhaust is normally loud. You will have to live with it. I personally prefer no noise.
