Very cold out, no start, noise from rear end. Frozen gas line? 850 1995

Im in Toronto, Ontario. So yes, Canada, but no not arctic Canada. -24*C is around -11*F but with the wind, it feels like -25*F. So pretty cold.
It did smell like electrical burning but I didn't see any smoke or anything and it was just when I tried turning the engine over.
I put the car in a neighbors garage with some space heaters for about 5 hours and still no start.
I tested the battery and it's putting out 12.5V.
When I parked the car last evening, everything seemed fine.
I think I'm going to just going to bite te bullet and take it to my repair guys. My hands are freezing trying to tinker and I've already wasted a good part of the day with no solution.
