When you say no voltage in the harness, was the other headlight on? Are you checking for harness voltage with the ignition on or with the key at position 1? On both our 03 and 05 Volvos, the headlights turn off with the ignition. (However the parking lights will stay on if the ignition is off.)

How about checking for continuity from the fuse socket to the bulb connection? That would prove or disprove the harness integrity.
