There is only one blower, behind the glove box. All of the air flow is directed by small vent motors.

Do the blinking lights of death come on whenevery you start the engine and blink about 20 times? That indicates a fault in the system.

Check the fuses first. If the blower does not respond, even in the fastest position, it could be the blower itself. There is a rehostat which can disrupt power supply to the blower, it regulates the variable speeds.

The passenger kick panel does not come off unless the glove box is removed first, exposing 3 T25 screws.

Replacing the blower is not difficult, same for the rehostat. Just the cost is a bit hard to swallow.

If you go to a pick&pull for the parts, 850/70 1994-2000 have the same specs for the ECC. You will need a T25, a 14mm socket with a 2 inch extension for the knee bolster, and a pick or very small screwdriver to take off the glove box straps.
