ECC 1998 V70 all fans un-responsive... V70-XC70

My wifes 1998 V70 does not allow the climate control fans nor the main blower to turn any longer.

So an initial question is where do I start? I know of two motors, one on either side of the main console, and apparently there is one under the dash on the passenger's side. However, I do not know what has died and need to find out soon as summer is quickly approaching.
