Lets assume that the relay is good (even new ones can be defective). Now you need a helper and a warm engine.
Remove the cover over the fuel pump. Check the wiring and connect a multimeter. Crank the starter and see if the pump is getting power. If the pump humms and has power, your spark plugs are probably fouled. If the pump does not get power, the relay is bad. If the pump has power and does not run, you need to replace the pump.
Replacing the $20 fuel filter is a good move as most people do not do that simple task and a clogged filter will cause the pump to over work and burn out.
