fuel pump inconsistent V70-XC70 1998

When the key is turned to #2 position fuel pump is heard. Except when it wont re start. Can the pump not being told to re prime be caused by anything other than a pump relay. The pump relay is new.
It always primes when the engine is cold and never stalls or malfunctions when running. The fuel filter is ancient and I am going to replace it asap. I just bought the car.
Does the fuel pressure regulator signal the relay which signals the pump ?
