After more research I found that the MCC panel is easy to remove. The temperature control cable for the drivers side had a kink in it near the point where it attaches to the gear driven arm. When the temperature control knob was turned, the kinked cable was flexing instead of moving in or out.

Unbending the cable to remove the kink solved the problem.
