1998 V70 no heat on drivers side (non-ECC) V70-XC70 1998

I am considering the purchase of a 1998 V70. Test drove it today on a cool (40 deg) humid and rainy day. The climate control is the standard (non-ECC) system. There is no heat on the drivers side, just cold air. The passenger side is OK. What could cause this ?

The drivers side temperature control knob has a different feel than the passengers side. On the drivers side the knob seems to have a springy feel when rotating it.

I currently have two 940s but they only have a single temperature knob that operates the heater control valve under the hood. Do V70s have a similar valve controlling flow through the heater core ? I am wondering how heat is independently controlled on each side in the V70.
