I live in Vancouver, BC. There is a dealer here Docksteader Volvo that always have an annual garage sale around May. They sell accessories at an affordable price, it's really the only time of year to get upgrades :> !

With respect to safety concern, there was a big thread on that topic I think about a month or two ago. Not surprisingly, you read opinions on both sides. If you go and search the archives, you'll be able to make your own decision about safety and rear facing 3rd seats.
