The crank mark is the absolute worst nightmare invented by Volvo. Most of the crank marks are a very small and hard to see notch on the engine side of the crank.
Hopefully, the PO didn't move the cam or crank after removing the belts. The best and only way to resolve the issue is ues a flash light to see if the crank does indeed line up, install the belt, remove the spark plugs, and turn the engine over by HAND - and if there is no resistance after 720 degrees, you should be in good shape.
If there is resistance, you will have to remove the belt, turn the cams 360 degrees and try again, until you can turn the entire engine without resistance. Quite time consuming, but do able.
A 'blown' turbo is rare. Why is the belt off the car when it has nothing to do with the turbo? I suggest the belt was removed because the belt broke and the valves are bent.
