Adam,

Another problem you might have is the thermostat that is located in the air cleaner. When the outside temp is below about 40 degrees it is supposed to direct intake air across the exhaust manifold before entering the air cleaner. If yours is not working properly and your engine is sucking -10 degree air in across the throttle plate, I can see where ice could easily form and cause your throttle to stick.
