If the emergency flashers are on, that is a security breach. Have your son reconnect the battery, lock the doors, unlock the doors, make sure the red light on top of the dash is no longer blinking, then attempt to start the car.

The starter needs at least 11V, 9V is enough to power everything else but not the starter.
