Keyless remote S70 2000

I need two new keyless remotes. They are both lost. Ebay selling them but they
need programing. The listors say just take them to a dealer and they will do
it for free....bull. Both dealers in town charge around $170 and up for programing. Called several
keyshops and they can't do programing either.
Dealer and inde Volvo shop want $240-280 for one programed remote and another
hundred for an extra programed remote.

Any thoughts on this ripeoff!
