The 850 climate control system does NOT use vacuum for any functions. Cars with auto climate control are controlled by electric damper motors. Manual climate control uses electric damper motors for the vent functions and cable operated doors for temp control. You may have a fault in the ECC system, which will require the use of a scan tool to properly diagnose. Can't think of any problem caused by a panic stop that would change the temp output from hot to cold.
