Brad,

There is a vacuum reservoir someplace in the system with an inline check valve. The heater controls work by vacuum and the reservoir maintains vacuum during acceleration or braking when the engine vacuum is low. There must be a hose off or leaking somewhere. Turbo cars have a vacuum pump.
