Climate Control Blinking Lights 850 95

The automatic climate control has stopped working in our '95 855T.

The AC and Recirc. lights blink together for twenty seconds when I try to turn on the heater. The owner's manual says this is an indication of an ECC fault that must be taken to the dealer.

Has anyone else had this problem? What work was needed?

Is there a way to read the ECC diagnostic code?

Is there a way to clear codes to see if the problem reoccurs?

I've had an intermittent "low coolant" warning light for two days. The coolant level is fine. The radiator was just replaced by the dealer, less than a 1000 miles ago. (The oil cooler had been bleeding oil into the coolant.) Maybe a sensor in the coolant overflow tank has oil contamination?

Looking under the hood, I saw a plastic duct or hose that goes from the back of the radiator to a black box located between the windshield washer filler cap and the coolant overflow tank. The end that attaches to the radiator was loose. I reinserted it.

What's this black box (with timing belt diagram on top)?

Could this have caused the "low coolant" warning or the ECC shutdown?
